Error message pops up when setting an Approval Cycle

When I try to set up an Approval Cycle, an Error message keeps popping.

” Assigned roles and resources must have a user associated.”

We've seen this error (or a simliar error) before. When adding a "Role" as an approver, it must be associated with at least one Resource. When adding a "Resource" directly, the "Resource" must be associated to an active EPC user (they can become unassociated when an employee leaves).
