Why no notifications are triggered when I publish an object in Minor version?

I am  building a Process and I have assigned a Subscriber for it. When I published the process by choosing ‘Major version’ , he did receive notifications. However, when I chose ‘Minor version’, the subscriber did not receive any notification.

Is this a bug or is this the way the application has been designed?
