Language of the notifications triggered in Approval Cycle – Can it be changed?

The language of the email notifications are based on the specifica USER's LANGUAGE. Meaning the user can change his preffered language within his profile and not only will the UI be available in this language but the notifications as well.  Note that users can also change their preferred CONTENT LANGUAGE within their profile as well.  If certain data isn't yet available (meaning not yet translated) within their preffered language then it will show the available language (based on priority) with a prefix of that content: eg. [EN] = english, or [FR] = French
